Anyways from reading title.

Go into auth->account_access and insert a new row. on column "id" place in the account id of who you want to grant GM commands to. Next up is the GMlevel. This is where you wanna type 3 not 4. (4 is only for console). Now proceed to write -1 on column "RealmID" :)

Make the account user relog and woalla! :)

You can also use the console to set the gm level.

account set gmlevel <account> <level> <realm or -1>

Account is not the database ID, it's the account name. So if I want account 3#1 to be gm level 3 on all servers, I'd use account set gmlevel 3#1 3 -1

SELECT id,username FROM ACCOUNT
INSERT INTO `account_access` (`id`, `gmlevel`, `RealmID`) VALUES (ACCOUNTID, GMLEVEL, -1);
or for example
INSERT INTO `account_access` (`id`, `gmlevel`, `RealmID`) VALUES (1, 3, -1);
