the problem is your "maps" folder or location of maps folder inside worldserver.conf.

 

It seems to be incorrect or perhaps the folder isn't there?

Since this is a repack.. in the directory (folder) that contains your worldsever.exe there should be a data directory; inside that should be dbc, maps, mmaps, & vmaps.

These should have been downloaded with the server (or second link)

As some data files are build specific, it is not recommended to use data files obtained from another source.

That screenshot is not of where you maps should be; that you have mmaps enable (btw maps and mmaps are two different things).

inside your repack folder (where worldserver.exe is) there should be a data folder. Inside that folder should be 4 folders 

  • dbc
  • maps
  • vmaps
  • mmaps

All of these files should have been obtained from the repack itself (might already be there).
